Overview
IFOCAP (Institut de formation des cadres paysans) is a French non-profit association (association loi de 1901) and training organization dedicated to farmers and agricultural professionals who hold responsibilities in agricultural professional organizations (OPA) at local, regional, and national levels, including chambers of agriculture, cooperatives, unions, and the Mutualité Sociale Agricole. Founded in 1959 on the initiative of young agricultural leaders, many of whom came from the Jeunesse agricole catholique (JAC), the institute was created to provide intellectual and practical training for farmers taking on new responsibilities in a context of agricultural modernization and professionalization. It is officially recognized by the French Ministry of Agriculture for collective promotion and by the Ministry of Labour for continuing vocational training. IFOCAP offers a range of training programs, strategic seminars, individual coaching, and resources such as videos and references. It also rents out meeting and seminar rooms in a private mansion in the 9th arrondissement of Paris. The institute has trained hundreds of agricultural leaders over the decades and continues to adapt its offerings to contemporary challenges, including European policies, geopolitics, communication, project management, and team management. Since 2019, its president has been Stéphane Aurousseau, a farmer in the Nièvre, and since 2020 its director has been Laurent Mingam.
History
IFOCAP was founded in 1959 on the initiative of young agricultural leaders, primarily from the Jeunesse agricole catholique (JAC), a movement that since the late 1920s had helped young rural people develop collective reflection on their living conditions. Among the founders was Michel Debatisse, a major figure in French peasant syndicalism in the second half of the 20th century. The creation of the institute was also supported by other agricultural leaders such as Lucien Douroux, Marcel Faure, Jacques Blois, Eugène Forget, and academics René Rémond and Michel Cépède. The context was one of agricultural modernization and professionalization: farmers taking on responsibilities in professional organizations needed intellectual tools to engage in dialogue with public authorities, administer cooperatives, and participate in European construction and the Common Agricultural Policy (CAP). As one founder recalled, the movement gave young farmers a sense of dignity and a desire to break the secular isolation of the agricultural world, and they felt the need for a place where training, exchange, and research would provide them with the legitimate weapons for their struggle. Over the decades, IFOCAP trained hundreds of young farmers, becoming a veritable popular university for agricultural leaders at departmental, regional, and national levels, particularly those in the majority syndicalism. Today, IFOCAP continues to offer training in communication, project management, team management, European policies, geopolitics, territorial knowledge, and more. It maintains a multidisciplinary approach in long-duration programs aimed at developing leadership skills for sustainable development of agriculture and territories. Since 2019, its president has been Stéphane Aurousseau, a farmer in the Nièvre, and since 2020 its director has been Laurent Mingam.
