Overview
The Institut für Finanzdienstleistungen e.V. (iff) is an independent, non-profit research association based in Hamburg, Germany. Founded in 1987 by Udo Reifner, it works at the intersection of science and practice, conducting interdisciplinary research and providing policy advice on financial consumer protection. Its work covers credit, savings, payment transactions, insurance, financial education, and over-indebtedness, with a focus on vulnerable consumer groups in Germany, Europe, and developing and emerging countries. The iff combines legal, economic, and pedagogical expertise to analyse financial services from the consumer perspective. It carries out studies and expert opinions for federal ministries, the European Commission, the European Parliament, associations, foundations, and non-profit organisations. In addition to research, the institute develops and distributes CAWIN, a software for debt counselling, and organises regular events such as the annual Conference on Financial Services. The institute is led by Sally Peters as Managing Director. Its publications include the annual iff-Überschuldungsreport (over-indebtedness report), first published in 2007, and numerous studies on topics such as credit competence, age discrimination in lending, and the evaluation of debt counselling. The iff is recognised as a non-profit organisation and operates nationally and internationally.
History
The Institut für Finanzdienstleistungen e.V. (iff) was founded in 1987 by Udo Reifner, who taught and researched for 30 years as Professor of Commercial Law at the Department of Social Economics of the University of Hamburg, formerly the Hamburg University of Economics and Politics (HWP). In 2012 he received a call to the University of Trento in Italy. The institute was established as an independent, non-profit association with the purpose of researching and advising on a socially responsible financial services system in the interest of consumer protection. Over the decades, the iff has conducted numerous studies and provided expert opinions for a wide range of clients, including German federal ministries (Finance, Justice, Education and Research, Family Affairs, Food and Agriculture), the Federal Anti-Discrimination Agency, the European Commission's Directorate-General for Health and Consumer Protection and Directorate-General for the Internal Market and Consumers, the European Parliament, as well as associations, foundations, and non-profit organisations such as DSGV, Bürgerbewegung Finanzwende, Friedrich-Ebert-Stiftung, Stiftung Deutschland im Plus, and Verbraucherzentrale Bundesverband. Since 2007, the iff has published the annual iff-Überschuldungsreport, which analyses over-indebtedness in Germany. The institute has also developed and distributes CAWIN, a software for debt counselling, and organises regular events such as the annual Conference on Financial Services. The institute is currently led by Sally Peters as Managing Director.
