Overview
The Instituto Costarricense de Ferrocarriles (INCOFER) is an autonomous public institution of Costa Rica responsible for administering the Costa Rican railway system. It was created on 19 September 1985 by Law 7001 of the Republic, which gave it greater economic resources than its predecessor, Ferrocarriles de Costa Rica (FECOSA), to manage the country's railways and train transport. Its stated mission is to provide rail transport services that improve national mobility and competitiveness through a high-quality, efficient, timely, inclusive, resilient and sustainable passenger and freight system, and its vision is to be the central axis of sustainable, efficient and inclusive mobility connecting people and regions. INCOFER publishes passenger train routes, schedules and fares, and reports on railway works and passenger service schedules.
History
The Instituto Costarricense de Ferrocarriles was created by Law No. 7001 of 19 September 1985 as a public-law institution with administrative autonomy, legal personality and its own assets, governed by that law, its regulations and complementary laws. It was given greater economic resources than the previous institution, Ferrocarriles de Costa Rica (FECOSA), to administer the railways and train transport of Costa Rica. Between 1990 and 1995, railway activity fell into a deep economic crisis due to high debts that could not be covered, and a 'technical closure' was decided, suspending railway services throughout the national territory; workers were paid severance and only some remained to safeguard railway assets, with the closure effected by Agreement SCD-106-95 of 28 June 1995.
