Overview

Irpinia TV (often abbreviated ITV) is a local television channel serving the Campania region of southern Italy, with its primary coverage area in the provinces of Avellino and Benevento. It was launched in Avellino in 1986 by the construction entrepreneurs Mario and Sabino Giordano, taking over from the defunct Avellino broadcaster Tele Lodo Quasar. Over the decades it has become one of the most established and authoritative broadcasters in the Irpinia area, offering a mix of local news, sports, politics and entertainment programming. The channel is currently part of the VideoProduzioni S.R.L. group, which holds the broadcasting licence. Following Campania's full transition to digital terrestrial television, Irpinia TV was authorised by the Ministry of Communications to transmit for the provinces of Benevento and Avellino on UHF channel 29. On 13 January 2018 the channel moved from channel 11 to channel 97, and it later settled on logical channel number (LCN) 19, replacing TV Luna. As of 2025 the channel continues to be transmitted, though its schedule relies heavily on repeats, and it has begun airing films previously shown on national and local channels, including some from the 7 Gold national circuit. In the following year the ITV Meteo branding and graphics were renewed, now with a presenter, and a new programme, Appuntamento con le Stelle, was introduced. Irpinia TV's programming is organised around three main pillars: sport (ITV Sport Linea Diretta, ITV Sport, Linea Verde Sport), information (ITV Notizie, ITV News Break, Le Interviste, Politica e Dintorni, Il Venerdì, Speciale ITV) and entertainment (Tesori d'Irpinia, Appuntamento con le Stelle). The channel has also been involved in regulatory disputes over frequency allocation, most notably the Campania Uno affair, which saw a second network operator created in 2009 and a long legal battle before the Regional Administrative Court (TAR) of Campania and Lazio.

History

Irpinia TV was launched in Avellino in 1986 on the ashes of the defunct Avellino broadcaster Tele Lodo Quasar, through the initiative of the construction entrepreneurs Mario and Sabino Giordano. From its early years it established itself as a point of reference for local information in the Irpinia area, and it is currently described as one of the most authoritative broadcasters in that territory. Following Campania's full transition to digital terrestrial transmission, ITV was authorised by the Ministry of Communications to broadcast for the Province of Benevento and the Province of Avellino on UHF channel 29. On 13 January 2018, Irpinia TV changed channel, moving from channel 11 to channel 97, and closed the programme Tesori d'Irpinia; however, as of 2025 the programme continues to be transmitted but no longer goes on air, with only episodes subsequently repeated on the same network. The channel later moved to LCN 19, replacing TV Luna. In 2025 the broadcaster began transmitting some films already shown on national and local channels (including those not previously aired or already broadcast on the national 7 Gold circuit), and in the following year the ITV Meteo theme and graphics were renewed (now with a presenter), leading to the new programme Appuntamento con le Stelle. A significant chapter in the channel's history concerns the Campania Uno dispute. In view of the transition to digital terrestrial television, and having a redundant frequency from the Montevergine site, in 2009 Irpinia TV digitised that frequency and created a second network operator named Campania Uno. The Ministry of Communications, however, did not endorse this operation and, when granting broadcasting authorisations to Campanian local broadcasters, conferred on the company Videoproduzioni S.r.l. a single network operator licence in the name of Irpinia TV, not recognising the existence of the Campania Uno operator. Videoproduzioni promptly challenged the Ministry's decision before the TAR of Campania, obtaining the assignment of the second multiplex relating to Campania Uno on the channel previously operated, UHF 39. The usage rights to that channel, however, had been regularly attributed by the Ministry to the broadcaster Canale Italia. After a few weeks, the TAR Lazio, on the indication of the same Ministry of Communications, which declared it free, assigned channel 67 to Campania Uno. Subsequently, the operator New Media challenged the TAR Lazio decision, asserting that channel 67 had already been previously assigned to it by the Ministry. The dispute between Campania Uno and New Media ended with the shutting down of the Campania Uno channel, which still claims, with an appeal pending before the TAR Lazio, the assignment of a frequency.
