Overview

JJL Overseas Education (金吉列留学), formally 金吉列出国留学咨询服务有限公司, is a Chinese private study-abroad and international-education service company founded in 1999. According to its official website, it was among the first batch of study-abroad service firms to receive national qualification certification, and it holds tripartite recognition from the Ministry of Education, the Ministry of Public Security and the State Administration for Industry and Commerce. Its core business is helping Chinese students apply to overseas schools, but over more than two decades it has expanded into a broad portfolio spanning study abroad, study in China, background enhancement, academic tutoring, credit courses, language training, art portfolios, short-term overseas experience camps, overseas guardianship, overseas immigration, visa applications, legal assistance, internship and employment support, and entrepreneurship support. It has also moved into Sino-foreign cooperative education, study-travel (学旅) and domestic college-entrance planning. The company positions itself as a full-industry-chain, one-stop international education and talent-development group. Its website states that it covers nearly 30 Chinese provinces and regions, operates five overseas branches and offices, serves students across 28 countries and regions, and works with more than 3,000 overseas institutions. It advertises 19 major product categories with over 90 series and more than 1,300 products, a network of 38 US university professors as expert advisors, and a large roster of in-house study-abroad planners and counsellors. Its service model is organized around the full student journey: study planning and direction-setting, a study-abroad resource library, exam-preparation materials, interview coaching, study plans, capability building, course enhancement, and all-inclusive overseas services. JJL's brand is closely associated with its founder, Zhang Shijie (张世杰), who has held numerous social and industry positions and was awarded an honorary doctorate by the University of Newcastle, Australia, in October 2009 for contributions to international education exchange. The company has been active in industry self-regulation and standardization, helping draft national standards for study-abroad services such as 《留学服务术语》 and 《留学中介服务规范》, and later participating in new national standards for language-training service evaluation. It has also run consumer-education initiatives, including a public-interest study-abroad consumer education school/base and a "金诺计划" (Golden Promise Plan) with a "fake-one-compensate-ten" commitment and an advance-compensation deposit. Today JJL operates as a private Chinese enterprise with a nationwide branch network in cities such as Beijing, Tianjin, Jinan, Shijiazhuang, Qingdao, Zhengzhou, Taiyuan, Shanghai, Nanjing, Hangzhou, Hefei, Wuhan, Changsha, Guangzhou, Shenzhen, Chengdu, Kunming, Xi'an and others, plus overseas offices in cities including Toronto, Vancouver, Melbourne and Auckland. Its content platform publishes study-abroad guides, school profiles and market commentary, and it runs frequent seminars and livestreams for prospective students. The brand's stated ambition is to become a global, full-industry-chain, one-stop international education and talent-development group.

History

JJL Overseas Education was registered and founded in 1999 as 金吉列出国留学咨询服务有限公司, and according to its official history it was among the first batch of study-abroad institutions to obtain national qualification certification. In its early phase (1999–2004), the company established itself as a fully public-interest study-abroad consumer education school/base, was recognized as an outstanding demonstration unit for honest service, and became the first pilot for Australia's online visa system. During 2005–2011 it invested millions to launch a customer information service system, was described as the only nationally honest enterprise in the study-abroad industry, launched the "金诺计划" (Golden Promise Plan) promising "fake one, compensate ten," and set up an advance-compensation deposit — an early consumer-protection mechanism in the sector. In 2012–2016 the company set up a PTE English test center, published the 《出国留学消费教育指导手册》 (Study-Abroad Consumer Education Guide), signed a memorandum of cooperation with the Wellington City government in New Zealand, was authorized to establish an "Australia Overseas Service Base," completed its domestic layout strategy, and helped draft two national standards for the study-abroad industry: 《留学服务术语》 and 《留学中介服务规范》. From 2017 to 2024 it proposed the "服务升级 共享全球" (Service Upgrade, Share the Globe) strategy, opened multiple overseas branches, marked its 20th anniversary, formally began online delivery of study-abroad services, and expanded into overseas study exam training, small-language training, study-travel, international courses, art study abroad and study-in-China. Looking to 2025–2030, the company participated in drafting new national standards for language-training service evaluation and teaching personnel evaluation, and states its intention to continue linking global resources in international education and talent development. Across this history the brand has grown from a single study-abroad agency into a diversified education group with a nationwide branch network and overseas offices.
