Overview
MIDTAP — the Middle East Oil Tankage and Pipelines company — is an Egyptian shareholding company established in 1997 under Egypt's investment law (8/1997) and operating under the free zones system in Alexandria. It is part of Egypt's petroleum sector and was created to finance, build, own, operate and transfer large petroleum infrastructure projects, including storage tanks, crude and product pipelines, and marine export facilities for petroleum products and petroleum coke. The company's best-known assets include the crude oil pipeline from the SUMED terminal at Sidi Kreir to the MIDOR refinery, twin 20-inch product pipelines carrying gasoline, diesel and jet fuel from MIDOR to the MIDTAP pier at Dekheila Port, and the 430-metre-long, 40-metre-wide Dekheila pier itself, which can handle vessels up to 50,000 DWT for refined products and up to 25,000 DWT for petroleum coke. MIDTAP also built an effluent water pipeline to dispose of industrial wastewater from the MIDOR refinery. MIDTAP applies the BOOT (Build, Own, Operate, Transfer) and BLT models, allowing the state to develop major projects without directly bearing the full financing burden. Its shareholders are drawn from Egypt's petroleum and financial establishment, including Petrojet, Enppi, the Egyptian Investment Projects company, the National Bank of Egypt and Banque Misr. The company also holds minority stakes in related petroleum-sector ventures such as MIDOR, MIDOR Water, Petromaint, MIDALIC, Petrosport, Emirates Egypt and the Egyptian Marine Petroleum Transport company. MIDTAP positions itself as a leading provider of marine exporting services and infrastructure for oil, gas and petrochemicals, certified to ISO 9001, ISO 14001, ISO 45001, ISO 22301 and ISO 26000. It also runs a corporate social responsibility programme focused on health, education, direct donations and national projects, mainly in Alexandria.
History
MIDTAP (Middle East Oil Tankage and Pipelines) was established in 1997 as an Egyptian shareholding company under the investment law (8/1997) and its amendments, operating under the free zones system in accordance with Ministry of Economy decree No. 232 of 1997. It was created as part of Egypt's petroleum sector to finance and manage infrastructure projects for storage tanks, petroleum product pipelines and petroleum coke loading facilities. The company pioneered the use of Build-Own-Operate-Transfer (BOOT) and Build-Lease-Transfer (BLT) models in Egypt, allowing the state to develop major petroleum infrastructure without directly bearing the full financing burden. Its early flagship projects included the crude oil pipeline from the SUMED terminal at Sidi Kreir to the MIDOR refinery, twin 20-inch pipelines carrying gasoline, diesel and jet fuel from MIDOR to the MIDTAP pier at Dekheila Port, and an effluent water pipeline to dispose of industrial wastewater from the MIDOR refinery. The MIDTAP Pier at Dekheila Port, 430 metres long and 40 metres wide, became a central asset for exporting refined products and petroleum coke. It can handle vessels up to 50,000 DWT for high-quality petroleum products and up to 25,000 DWT for petroleum coke. The company attained the International Ship and Port Facility Security (ISPS) Code and has been certified to ISO 9001, ISO 14001, ISO 45001, ISO 22301 and ISO 26000. Over the years MIDTAP has held minority stakes in several petroleum-sector companies, including MIDOR (Middle East Oil Refinery), MIDOR Water, Petromaint, MIDALIC (Middle East Electricity), Petrosport, Emirates Egypt and the Egyptian Marine Petroleum Transport company. Its shareholders include Petrojet (40.47%), Enppi (19.06%), Egyptian Investment Projects (15.63%), National Bank of Egypt (14.84%) and Banque Misr (10%). Leadership has changed several times, with chairmen including Sameh Fahmy, Mahmoud Badran, Tarek El-Hadidi, Khaled Abdel Badea, Mohamed Salah El-Din El-Sherbiny, Samir Rizk, Adel El-Shweikh and Magdy Abdel Fattah Tawfik.
