Overview

ORS Group AG (ORS stands for Organisation for Refugee Services) is a Swiss multinational company active in the immigration sector as a provider of reception and integration services in Germany, Italy and Switzerland. Founded in Zurich in 1992 by Willy Koch, a former executive of the staffing agency Adia (which later merged into Adecco), the company was originally named OX Group. Over the following decades it changed ownership several times: in 2005 it was acquired by the French private equity fund Argos Soditic, resold in 2009 to the Swiss company Invision, and in July 2013 to the British fund Equistone Partners (controlled by Barclays). In 2022 it was sold to the British multinational Serco Group for a total of 44 million Swiss francs. ORS Group operates through local subsidiaries. In Italy, ORS Italia S.r.l., headquartered in Rome, manages three Centri di Accoglienza Straordinaria (CAS) and two Centri di Permanenza per il Rimpatrio (CPR). The CAS facilities include Fantoli in Milan, Gelsomino in Rome and Monastir in Sardinia; the CPRs are Brunelleschi in Turin and Ponte Galeria in Rome. Between 2020 and 2022 the company also managed the CPR Nuoro in Macomer. Through the agency Telos Analisi & Strategia, ORS also conducts lobbying activities with the Italian Parliament. In Spain, the company operates through ORS España Servicios Sociales S.L., based in Madrid. The company has been the subject of several controversies. A 2015 report by the Austrian section of Amnesty International denounced conditions at the Traiskirchen migrant centre in Austria, which reportedly housed over 4,500 people against a maximum capacity of 1,800. In 2017 ORS was at the centre of a journalistic investigation into the management of the Aesch reception centre in the canton of Basel-Landschaft, Switzerland, set up in a civil protection bunker and closed in 2016, where collective punishments and food shortages affecting asylum seekers were reported. In 2020 ORS Italia won a tender from the Prefecture of Trieste to manage Casa Malala, a first-assistance facility for asylum-seeking immigrants in Fernetti (a hamlet of Monrupino). The award raised suspicions due to the Italian branch's lack of experience and the low bid offered, and the Regional Administrative Court of Friuli-Venezia Giulia subsequently annulled the tender award.

History

ORS Group AG was founded in Zurich in 1992 by Willy Koch, a former executive of the staffing agency Adia (which later merged into Adecco), under the name OX Group. The company initially focused on providing services for refugees and asylum seekers in Switzerland. In 2005, it was acquired by the French private equity fund Argos Soditic. Four years later, in 2009, it was resold to the Swiss company Invision. In July 2013, the company was sold to the British private equity fund Equistone Partners, which was controlled by Barclays at the time. Under Equistone's ownership, ORS expanded its operations into Germany and Italy, becoming a major provider of reception and integration services. In 2022, ORS Group was sold to the British multinational Serco Group for a total of 44 million Swiss francs. The acquisition allowed Serco to strengthen its presence in the European immigration services market. Throughout its history, ORS has operated through local subsidiaries, including ORS Italia S.r.l. (headquartered in Rome) and ORS España Servicios Sociales S.L. (headquartered in Madrid). The company has managed numerous reception centres (CAS) and repatriation centres (CPR) in Italy, and has been involved in several controversies regarding the conditions of these facilities.
