Overview

The Public Investment Fund (PIF) is a Saudi sovereign wealth fund established in 1971 under Royal Decree No. M/24. It initially helped establish companies of foundational importance to the Saudi economy, including many "national champions." In March 2015, the Kingdom's Council of Ministers issued Resolution 270, placing the Fund under the direction of the newly formed Council of Economic and Development Affairs (CEDA), with Crown Prince HRH Mohammed bin Salman bin Abdulaziz as chairman. PIF describes itself as a catalyst of Vision 2030, driving the growth of ecosystems, companies and jobs, with a world-class investment portfolio focused on sustainable investments both domestically and internationally. It reports $900 bn+ in assets under management, an 11% share of Saudi Arabia's non-oil GDP in 2025, $342 bn+ cumulative non-oil GDP contribution (2021–2025), and $199 bn+ in investments in new projects in Saudi Arabia, 2021–2025.

History

The Public Investment Fund was established in 1971 under Royal Decree No. M/24. The Fund initially helped establish companies of foundational importance to the Saudi economy, including many "national champions." PIF was "reborn" in March 2015, when the Kingdom's Council of Ministers issued Resolution 270, which placed the Fund under the direction of the newly formed Council of Economic and Development Affairs (CEDA), with the Crown Prince, HRH Mohammed bin Salman bin Abdulaziz as chairman. This step gave PIF greater autonomy and better-defined national strategic responsibilities, enabling Saudi Arabia's economy to progress at an accelerated pace and positioning PIF as a key driver for Vision 2030. PIF's journey includes: 1971 establishment as part of the Ministry of Finance; 2015 reporting to CEDA; 2017 announcing The Public Investment Fund Program (2018-2020) and the launch of the Future Investment Initiative; 2019 introduction of the PIF New Bylaw; and 2021 announcing The Investment Strategy and VRP (2021-2025).
