Overview

The RAND Corporation, commonly known as RAND, is an independent, nonpartisan nonprofit research institution that combines policy analysis, applied research, systems analysis, and public-sector consulting. It originated in the aftermath of the Second World War, when American military leaders and industrial researchers sought a durable way to preserve and apply the scientific capabilities developed during the conflict. Project RAND began in 1945 under contract to the Douglas Aircraft Company, with an initial focus on long-range military planning, future weapons, aerospace systems, and the strategic implications of intercontinental warfare. In 1948, the project separated from Douglas and became an independent California nonprofit corporation. RAND became especially influential during the Cold War. Its researchers helped develop methods of systems analysis, operations research, mathematical modeling, scenario planning, game theory, and strategic assessment. RAND work contributed to debates over nuclear deterrence, survivable forces, arms competition, military readiness, space systems, and the possible consequences of large-scale conflict. Its analysts also worked on the early American space program, computing, communications, logistics, and defense planning. The institution became closely associated with the development and popularization of the modern policy think-tank model; during the 1960s it was among the first organizations regularly described as a “think tank.” RAND later expanded well beyond defense. Its research portfolio has included health insurance and national health policy, education, labor markets, social welfare, criminal justice, infrastructure, transportation, energy, climate and environmental policy, governance, international affairs, terrorism and counterterrorism, technology, cybersecurity, artificial intelligence, and emergency management. The RAND Health Insurance Experiment, conducted from 1974 to 1982, remains one of the most important large-scale studies of how insurance design and patient cost-sharing affect health-care use. RAND has also conducted major research on teacher effectiveness, gun policy, opioid use, military operations, public finance, and the effects of emerging technologies. RAND operates primarily through sponsored research. Its funding has historically come from U.S. federal agencies, state and local governments, foreign governments and international organizations, universities, foundations, corporations, endowments, and other private sources. The institution emphasizes analytical independence and publishes a substantial portion of its research publicly, although some work is conducted for government clients under arrangements involving sensitive or classified information. This funding model gives RAND access to large policy questions but has also generated recurring public debate about sponsor influence, methodological transparency, and the boundaries between independent research and consulting. The organization is headquartered in Santa Monica, California, and has additional U.S. locations including Arlington, Pittsburgh, Boston, and New Orleans. Its international activities include RAND Europe, with offices in Cambridge, Brussels, and The Hague, and RAND Australia in Canberra. RAND also operates the Pardee RAND Graduate School, a policy-focused doctoral institution based at the Santa Monica campus. Through research reports, books, data, policy briefs, fellowships, graduate education, and advisory work, RAND serves governments, public agencies, foundations, and other decision-makers. It remains active as a global policy research organization rather than a conventional commercial brand.

History

RAND emerged from a postwar effort to maintain a connection between military operations, scientific research, and long-range technological planning. In September 1945, U.S. Army Air Forces General Henry H. Arnold and Douglas Aircraft executive Franklin R. Collbohm discussed creating a continuing research organization for future warfare and aerospace questions. Engineer Arthur Emmons Raymond supplied the name Project RAND, an abbreviation of “research and development.” The project was established under a special Douglas contract on October 1, 1945, began work in December, and issued an early study in 1946 on the design of an experimental world-circling spacecraft. By 1947, Douglas executives and government officials were concerned that the project's corporate relationship with an aircraft manufacturer could create conflicts when Douglas competed for later hardware contracts. The U.S. Air Force therefore supported separating Project RAND from Douglas. RAND was incorporated as an independent California nonprofit on May 14, 1948, and the project contract was transferred on November 1 of that year. Early capital support came from the Ford Foundation. During the 1950s and 1960s, RAND became a major center for systems analysis and strategic research. Its work addressed nuclear deterrence, military planning, arms competition, space exploration, communications, computing, logistics, and the use of mathematical and game-theoretic models in policy. RAND analysts influenced debates over mutually assured destruction and other deterrence concepts, while the organization also contributed to research connected with the space race and early computer networking. Its methods were subsequently applied to civilian questions, including education, health care, urban management, welfare, and international development. The institution's prominence helped establish “think tank” as a commonly used term for a policy research organization. RAND's civilian research expanded substantially in the following decades. The Health Insurance Experiment, carried out from 1974 to 1982, tested how different levels of insurance coverage and patient cost-sharing affected health-care demand and outcomes. RAND also used quantitative models in urban policy, including work considered by New York City in decisions about fire-station allocation. Its education, labor, justice, social-policy, and public-health programs broadened its role from a defense-oriented research project to a multidisciplinary policy institution. International work became more prominent in the 1990s with the creation of RAND Europe. The European organization developed offices and research relationships serving governments, charities, corporations, and other public and third-sector clients. RAND subsequently developed additional international activity, including RAND Australia and work through the RAND Gulf States Policy Institute. The organization also established a graduate policy school, now known as the Pardee RAND Graduate School, integrating doctoral education with applied policy research. In the twenty-first century, RAND has continued to study military operations, terrorism, health systems, education reform, firearms policy, opioids, climate and energy, infrastructure, governance, cybersecurity, artificial intelligence, autonomous systems, and emergency preparedness. Its publications are widely used by government agencies and researchers, but the institution has also faced periodic criticism concerning client influence, funding disclosure, research methodology, and the balance between confidential government work and public transparency. In the 2020s, scrutiny focused particularly on RAND's AI research, philanthropic funding relationships, peer-review practices, and alleged participation in drafting U.S. AI policy. RAND remains an active nonprofit research and advisory institution with a broad domestic and international portfolio.

Products and positioning

Independent, analytically rigorous, evidence-based public policy research and advisory institution.

  • Research publication

    Policy research reports

RAND's principal public output is a body of research reports addressing specific policy problems for governments, foundations, and other sponsors. Reports commonly combine literature reviews, original data collection, economic or statistical modeling, interviews, case studies, and implementation analysis. Topics range from defense and foreign affairs to health, education, justice, technology, and climate policy. Many reports are publicly available and are designed to support decisions rather than promote a commercial product.
