Overview

Shokai Group, formally Beijing Capital Development Holding (Group) Co., Ltd. (北京首都开发控股(集团)有限公司), is a large wholly state-owned enterprise supervised by the Beijing Municipal State-owned Assets Supervision and Administration Commission. It was formed in October 2005 through the merger of Beijing City Development Group Co., Ltd. and Beijing Tianhong Group, and has since become the largest real estate development enterprise under Beijing SASAC. Its listed arm, Beijing Capital Development Co., Ltd. (首开股份, 600376.SH), serves as the group's capital-market platform. The group traces its institutional lineage to 1949, when its predecessor, the CPC Central Committee's Xibaipo infrastructure engineering team, was established to serve the central government. Over subsequent decades its member companies handled construction, renovation and management of housing for central state organs and foreign embassies and consulates, and in 1980 one predecessor, Beijing Municipal Urban Construction Development General Company, became one of the first real estate development enterprises in mainland China to use the word "development" in its name. Today Shokai Group operates across seven business segments: non-operating asset management, urban renewal, real estate development, property management and services, construction engineering, overseas business, and investment and asset management. It positions itself as a "City Revival Officer" (城市复兴官) and organizes its brand architecture as a "1+7" structure led by the group master brand with seven business brands. It is the only dual-Olympics development enterprise to have participated in Beijing's "three villages and one venue" construction, and its property, non-operating asset and heating service area exceeds 110 million square meters. The group has completed the takeover of 32 million square meters of municipal state-owned enterprise non-operating assets, achieved full coverage of Beijing's eight major categories of urban renewal projects during the 14th Five-Year Plan period, and had ten projects recognized as municipal excellent cases, with "Shokai experience" incorporated into the report of the 13th Beijing Municipal Party Congress. In March 2019 the group merged with Beijing Real Estate Group (房地集团), and in 2026 it completed a third restructuring with Beijing Institute of Architectural Design Co., Ltd. Following this restructuring, the group is positioned as a municipal dual-platform enterprise for urban renewal and centralized management and disposal of non-operating assets. Its design and consulting arm, one of the three leading enterprises in the architectural design industry, designed landmark projects such as Daxing International Airport and has won nearly 2,000 domestic and international awards. The group has also undertaken restoration of ancient buildings including Tiananmen and the Forbidden City.

History

Shokai Group's institutional roots reach back to 1949, when the CPC Central Committee's Xibaipo infrastructure engineering team was established, beginning its mission of serving the central government. In 1953, the No. 1 Construction Company was formed from the merger of the Zhongnanhai repair team and the Central People's Government repair team, undertaking construction, renovation and management of housing for central state organs and central leaders in Beijing. In 1977, the predecessor of the City Development Group, the Beijing Municipal Construction Committee Unified Construction Office, was established. On September 30, 1980, by decision of the Beijing Municipal People's Government, the Beijing Municipal Urban Construction Development General Company was founded on the basis of that office, using the word "development" in its name for the first time and becoming one of the first batch of real estate development enterprises in mainland China. On December 30, 1980, the predecessor of Tianhong Group, the Beijing Municipal Real Estate Administration Bureau Housing Construction Office, was established. On July 28, 1998, with approval from the Beijing Municipal Construction Committee, the Beijing Municipal Real Estate Development and Operation General Company was renamed Beijing Tianhong Group. On April 8, 2005, Beijing Real Estate Group (房地集团) was established on the basis of integrating state-owned assets and deregistering six parent companies including the former Municipal Land and Housing Bureau's Housing Repair No. 1 Company. On December 10, 2005, with approval from the Beijing Municipal People's Government and a decision by Beijing SASAC, Beijing City Development Group Co., Ltd. and Beijing Tianhong Group merged and reorganized into Beijing Capital Development Holding (Group) Co., Ltd. On April 29, 2008, the group's capital operation platform "Tianhong Baoye" was renamed Beijing Capital Development Co., Ltd., a milestone in the group's marketization process. On March 9, 2019, the Beijing Municipal Party Committee and Municipal Government convened a restructuring conference for Beijing Capital Development Holding (Group) Co., Ltd. and Beijing Real Estate Group, announcing the merger and reorganization of the two enterprises. In June 2026, the group completed a third restructuring with Beijing Institute of Architectural Design Co., Ltd. Following this restructuring, the group is positioned as a municipal dual-platform enterprise for urban renewal and centralized management and disposal of non-operating assets. Throughout its history the group and its predecessors have long served the capital's construction, always prioritizing housing services for central state organs and diplomatic missions. It has completed the takeover of 32 million square meters of municipal state-owned enterprise non-operating assets, achieved full coverage of Beijing's eight major categories of urban renewal projects during the 14th Five-Year Plan period, and had ten projects recognized as municipal excellent cases, with "Shokai experience" incorporated into the report of the 13th Beijing Municipal Party Congress. As one of the three leading enterprises in the architectural design industry, its design arm designed landmark projects such as Daxing International Airport and has won nearly 2,000 domestic and international awards. As one of China's earliest real estate enterprises, it completed the development of several large residential areas in Beijing and is the only dual-Olympics development enterprise to have participated in Beijing's "three villages and one venue" construction. It has also undertaken restoration of ancient buildings including Tiananmen and the Forbidden City, and its property, non-operating asset and heating service area exceeds 110 million square meters.
