The company was founded in 1962 as Shusei Construction Design Office and incorporated in 1963.

The company started on April 15, 1962, in a room of Shusei Construction Vocational School in Nishiyodogawa-ku, Osaka, under the name Shusei Construction Design Office. It was incorporated on February 14 of the following year as Shusei Construction Consultants Co., Ltd. The name 'Shusei' is said to have been named by Chairman Kinoshita Torakichi when he founded Osaka Shusei School in 1910, based on the word 'Shurikokusei' from the Kojiki, meaning 'to build the land.'
