Overview
STATTBAU Stadtentwicklungsgesellschaft mbH is a Berlin-based urban development company founded in 1983. It emerged from the squatter movement and the conflict over urban renewal in West Berlin in the early 1980s. The company was established as a trustee redevelopment agency to mediate between property owners, squatters, and the Berlin Senate, and it played a key role in implementing the concept of "Behutsame Stadterneuerung" (gentle urban renewal). STATTBAU operates in four main fields: Stadt.Beratung (urban consulting, especially for housing cooperatives), Stadt.Entwicklung (urban development and redevelopment), Stadt.Projekte (infrastructure, heritage protection, ecology, public spaces), and Stadt.Raum.Kirche (development concepts for churches and cemeteries). The company provides services such as project analysis, participation procedures, project management, property management, and general planning. It works on behalf of public authorities and also collaborates with public and non-profit institutions. Since the 1990s, STATTBAU has expanded its activities to include projects in East Berlin and Brandenburg, and today it realizes projects throughout Germany. The company is owned by a consortium including the Deutscher Paritätischer Wohlfahrtsverband (Berlin branch), the Evangelischer Kirchenkreis Berlin Stadtmitte, Stiftung Invitrust, and a employee participation company. Its headquarters are located at Hermannstraße 182 in Berlin-Neukölln. STATTBAU is known for its commitment to citizen participation, self-help, and socially and ecologically oriented urban development. It has been involved in numerous pilot projects, including the renovation of occupied houses in Kreuzberg in the 1980s, and continues to advise on urban development issues, such as the "Umbauberatung im Eigenheim" program commissioned by the Berlin Senate in 2026.
History
STATTBAU was founded in 1983 against the backdrop of the squatter movement and the conflict over urban renewal in West Berlin. In the early 1980s, the policy of "Flächensanierung" (area redevelopment) had led to the demolition of old buildings and the construction of new ones, displacing residents. This sparked protests and house occupations, particularly in Kreuzberg and Schöneberg. After the death of squatter Klaus-Jürgen Rattay in September 1981, mediated talks began, leading to the creation of an alternative redevelopment agency. Initially, in April 1982, the organization Netzwerk Selbsthilfe founded a redevelopment agency called Netzbau, but it was dissolved in December 1982. After further negotiations, STATTBAU was founded in March 1983 and entered in the commercial register on 13 July 1983. It was recognized by the State of Berlin as a trustee redevelopment agency, and a redevelopment contract for 13 properties in Block 103/104 in Kreuzberg was signed, aiming for gentle renewal. In 1984, STATTBAU began a pilot project to develop new housing concepts and innovative social and ecological building forms together with residents. In 1985, employment and qualification measures became important, with unemployed residents working as construction helpers. In 1986, the Luisenstadt cooperative was founded to secure management by residents. In 1987, a concept summarizing components of the model project Block 103/104 was developed, including participation, self-help, tenant-friendly privatization, and self-administration. STATTBAU successfully managed the renovation of about 60 occupied houses in Kreuzberg, leading to the legalization of resident groups. After the fall of the Berlin Wall and German reunification, STATTBAU expanded its activities to East Berlin and Brandenburg, participating in urban renewal and urban restructuring projects. Since the 1990s, it has also worked with public and non-profit institutions. Today, STATTBAU realizes projects throughout Germany, continuing its focus on citizen participation and gentle urban renewal.
