Overview
TIEKE Tietoyhteiskunnan kehittämiskeskus ry (the Finnish Information Society Development Centre) is an independent, non-profit Finnish association whose mission is to bring together information-society actors to develop Finnish information-society practices for the benefit of citizens and the business community. Its members include private companies as well as organisations from the public and third sectors. The association is led by executive director Hanna Niemi-Hugaerts and is based in Helsinki. TIEKE focuses on developing digital competence, advancing digital operating processes, and acting as an influencer, networker and accelerator. As an independent and impartial actor, it organises network activities that identify development trends and digital societal needs and that accelerate socially impactful and desired development. The stated goal of its work is a competent and interoperable society. Among TIEKE's best-known offerings is the Computer Driving Licence (Tietokoneen ajokortti), a family of three examinations measuring practical information-technology skills; the broader TIETY knowledge-work qualification is an applied examination aimed at knowledge workers. These qualifications are today known as TIEKE's qualifications, and alongside them TIEKE launched Tiviittori, a web-based tool for assessing ICT skills. TIEKE's qualifications are mainly arranged by educational institutions and training organisations across Finland. TIEKE's business services are aimed at companies. The Verkkolaskufoorumi (e-invoicing forum), for example, seeks to promote the adoption of electronic invoicing by bringing together e-invoicing developers, suppliers, experts and users. TIEKE administers the national Verkkolaskuosoitteisto (e-invoicing address register) and provides companies with information on standardised XML business messages and the earlier EDIFACT data transmission. Through TIEKE's Hanketori, companies receive public-sector requests for tenders from Finland and other EU countries directly by email. Its Finnish- and English-language contract-template services include ICT-sector contract templates. In addition to providing services, TIEKE takes part in various research and development projects, for example to promote intelligent transport and the use of information and communication technology in schools. TIEKE publishes the twice-yearly Tiedosta magazine, produces publications on the information society, and organises seminars and training events.
History
TIEKE Tietoyhteiskunnan kehittämiskeskus ry was founded on 11 November 1981 under the name Tietotekniikan kehittämiskeskus TIEKE ry (the Information Technology Development Centre TIEKE). Over the years several different associations and projects joined TIEKE, including the Finnish Data Transmission Association (Suomen Tiedonsiirtoyhdistys) and the general data network project TELMO. TIEKE adopted its current name in 2001. From its origins as an information-technology development centre, TIEKE evolved into a broad information-society development organisation. Its best-known service, the Computer Driving Licence (Tietokoneen ajokortti), became a family of three examinations measuring practical IT skills, complemented by the broader TIETY knowledge-work qualification for knowledge workers. These qualifications are today marketed as TIEKE's qualifications and are mainly arranged by educational institutions and training organisations around Finland. Alongside the qualifications, TIEKE launched Tiviittori, a web-based tool for assessing ICT skills. TIEKE's business services developed around electronic invoicing and digital business processes. The Verkkolaskufoorumi (e-invoicing forum) was created to promote the adoption of e-invoicing by gathering developers, suppliers, experts and users; TIEKE administers the national Verkkolaskuosoitteisto e-invoicing address register and provides information on standardised XML business messages and earlier EDIFACT transmission. The Hanketori service delivers public-sector tender requests from Finland and other EU countries to companies by email, and TIEKE offers Finnish- and English-language ICT contract templates. Beyond services, TIEKE participates in research and development projects, for example in intelligent transport and in promoting ICT use in schools, and it publishes the twice-yearly Tiedosta magazine, information-society publications, seminars and training events. Its current project portfolio includes themes such as AI skills (AI-osaaja), data economy development (DATASTEP, DataVa, DUM), green ICT (Green ICT ecosystem, GreenICTComp, ICT EnergyLife+), ethical digitalisation in NGOs, logistics digitalisation (LOBRA) and XBRL Suomi. The association continues to describe itself as an independent, impartial influencer, networker and accelerator working towards a competent and interoperable society.
