Crawler business entangled in 'trap loans'; company and founder face public-interest lawsuit for infringing citizens' personal information
In 2019, CCTV exposed the interest chain of big-data companies behind 'trap loans'; Xinchuan Technology, a wholly owned subsidiary of Tongdun, used its 'Shuju Mohe' crawler to obtain borrowers' contacts, carrier, e-commerce, and other personal information, providing query services at RMB 0.2–1.8 per query to platforms suspected of trap loans. Related executives Tong Baohua and Xu Fei were taken away for investigation, and Tongdun shut down the crawler business. In March 2023, the Huai'an Economic and Technological Development Zone Procuratorate filed a criminal incidental civil public-interest lawsuit against Tongdun Technology, Bodun Xiyan, founder Jiang Tao, CTO Zhang Xinbo, and others, alleging that they infringed citizens' personal information and harmed the public interest. The crawler business was shut down, and the company and executives were hit with a public-interest lawsuit.
