History

Tongdun Technology is a Chinese software company that built its business around decision intelligence and risk control for financial and internet clients. Operating today under the Xiaodun Future (小盾未来) brand through Zhejiang Xiaodun Future Technology Co., Ltd., the company positions itself as a provider of AI-based decision-intelligence and privacy-computing platforms. Its two core platforms are Zhice (智策), an AI-based decision-intelligence platform, and Zhibang (智邦), a privacy-computing-based shared-intelligence platform. Together they target three main risk scenarios: financial risk, security risk and government-governance risk, and are used to support digital transformation across finance, internet, transportation and other industries. The company's product line has expanded from core risk-control engines into data infrastructure and analytics. It offers ApexDB, a self-developed distributed, high-performance, multi-threaded key-value database compatible with Redis, built on a share-nothing architecture and aimed at decision scenarios with native operators. It also offers the Jisu (极溯) metrics platform, a core product of its decision-intelligence system that provides high-concurrency data processing and is offered free for a limited time to help clients build standardized metrics systems for finance, payment and insurance use cases. Its Xiaodun Zhixin Score (小盾智信分) applies AI to build risk-scoring models that help credit institutions identify potential default risk. Tongdun serves a broad set of industries through mature, industry-specific solutions. In banking, it provides end-to-end credit-business solutions using AI analytics, covering retail-credit risk management, small-and-micro credit risk management, intelligent risk-control middle platforms, customer-value management, joint operations, transaction anti-fraud, intelligent operations management and business-security platforms. Beyond banking, it markets solutions for the new economy, internet, smart cities and smart transportation. The company has pursued international expansion. According to its official site, Xiaodun Future has established branches in Hangzhou, Beijing, Shanghai, Shenzhen, Guangzhou, Chengdu, Hong Kong, Singapore, Indonesia, Malaysia and the United Arab Emirates, among other locations, and its business covers dozens of countries and regions. Its international-facing brand is TrustDecision, and its related entities include Zhongboxin Credit Reference (中博信征信). The company is associated with industry bodies such as the Payment & Clearing Association of China, the National Internet Finance Association of China and the China Banking Association, and with academic links including Zhejiang University, Hong Kong University of Science and Technology and Northwestern Polytechnical University.

Crawler business entangled in 'trap loans'; company and founder face public-interest lawsuit for infringing citizens' personal information

In 2019, CCTV exposed the interest chain of big-data companies behind 'trap loans'; Xinchuan Technology, a wholly owned subsidiary of Tongdun, used its 'Shuju Mohe' crawler to obtain borrowers' contacts, carrier, e-commerce, and other personal information, providing query services at RMB 0.2–1.8 per query to platforms suspected of trap loans. Related executives Tong Baohua and Xu Fei were taken away for investigation, and Tongdun shut down the crawler business.
