Overview
UkrLive was a Ukrainian information television channel that began broadcasting on 1 November 2019 alongside the channel Pershyi Nezalezhnyi. It was founded by Andriy Kisera and Andriy Mysyk, members of Dmytro Dobrodomov's party Narodnyi Kontrol, and its first director was Yaroslav Zadorozhny. From 29 July 2019 the owner was Maksym Varlamov, owner of Radio Pyatnytsya. The channel's early format consisted of news segments with male and female voice-over narration, and it previously retransmitted some programmes from the Zakarpattia regional channel Pershyi Kabelnyi. On 27 October 2021 the channel was bought by Nestor Shufrych, a People's Deputy from the pro-Russian party OPZZh. Following the change of ownership the channel was relaunched with a new logo, new programming and a visual identity borrowed from Pershyi Nezalezhnyi. On 4 November 2021 the National Council of Television and Radio Broadcasting ordered an inspection of the channel over inaccurate information about vaccination and pro-Russian propaganda narratives. On 28 December 2021 President Volodymyr Zelenskyy signed Decree No. 684/2021 implementing a National Security and Defence Council decision imposing personal special economic and other restrictive measures (sanctions); that day the channel's broadcast on the Astra 4A satellite was switched off. In the night of 4 February 2022 YouTube blocked the UkrLive channel, citing violations of its community rules. With the start of the Russian invasion on 24 February 2022 the channel completely changed its rhetoric and became pro-Ukrainian, and from 24 February to 27 March 2022 the owner of the channel was an independent editorial team. On 27 March 2022 the channel finally ceased broadcasting online. On 8 June 2023 the National Council annulled its broadcasting licence. UkrLive thus operated for roughly two and a half years, moving from a regional-style information channel to a politically charged outlet and finally to a short-lived independent editorial project before closing.
History
UkrLive began broadcasting on 1 November 2019, launching together with the channel Pershyi Nezalezhnyi. It was founded by Andriy Kisera and Andriy Mysyk, members of Dmytro Dobrodomov's party Narodnyi Kontrol, and its first director was Yaroslav Zadorozhny. Before its own launch the channel had retransmitted some programmes from the Zakarpattia regional channel Pershyi Kabelnyi. Its format until 2021 consisted of news segments with male and female voice-over narration. Ownership changed several times. From 29 July 2019 the owner was Maksym Varlamov, owner of Radio Pyatnytsya. On 27 October 2021 the channel was bought by Nestor Shufrych, a People's Deputy from the pro-Russian party OPZZh. The change of owner triggered a relaunch: the logo was changed, programming was revised, and the on-air design was borrowed from Pershyi Nezalezhnyi. The relaunch brought regulatory scrutiny. On 4 November 2021 the National Council of Television and Radio Broadcasting ordered an inspection of the channel because of inaccurate information about vaccination and pro-Russian propaganda narratives. On 28 December 2021 President Volodymyr Zelenskyy signed Decree No. 684/2021, which put into effect a National Security and Defence Council decision of 28 December 2021 on the application of personal special economic and other restrictive measures (sanctions). That same day the channel's broadcast on the Astra 4A satellite was switched off. In the night of 4 February 2022 YouTube blocked the UkrLive channel, explaining that it had violated YouTube's community rules. With the start of the Russian invasion on 24 February 2022, the channel completely changed its rhetoric and became pro-Ukrainian. From 24 February to 27 March 2022 the owner of the channel was an independent editorial team. On 27 March 2022 the television channel finally ceased broadcasting online. On 8 June 2023 the National Council annulled its broadcasting licence. The channel changed its logo twice during its existence.
