Overview

Webcentral is an Australian digital services brand whose origins lie in Melbourne Information Technology International, a commercial subsidiary established by the University of Melbourne in 1996. Trading initially as Melbourne IT, the business became one of Australia's earliest commercial Internet infrastructure companies and was the first Australian domain-name registrar. Its early role was especially significant because it assumed responsibility for processing a large backlog of Australian .com.au applications under a licence from the administrator of the .au namespace. The company developed a business around domain registration, Internet-related software and telecommunications applications. Its first major commercial activity was the Advanced Services Applications Centre, a joint venture with Ericsson Australia focused on applications combining Internet and advanced telecommunications technologies. Melbourne IT expanded internationally in the late 1990s and was selected by ICANN in 1999 as one of the first registrars permitted to compete with Network Solutions in registering .com, .net and .org domains. This international opportunity substantially increased revenue and valuation, helping prepare the company for an initial public offering. Melbourne IT listed on the Australian Securities Exchange in December 1999 near the peak of the dot-com boom. The University of Melbourne sold most of its equity in the float and received a substantial financial benefit, while the company retained capital for growth. The share price was highly volatile after listing, reflecting both investor enthusiasm for Internet businesses and the reassessment of technology valuations following the dot-com market reversal. During the early 2000s, the company established overseas subsidiaries, supported the development of Australia's domain-industry self-regulatory arrangements and continued operating across domain services and hosting. A major strategic change came in 2006, when Melbourne IT acquired WebCentral Group, an Australian Internet hosting business with data-centre operations in Brisbane and additional colocation activity in New South Wales. The acquisition strengthened Melbourne IT's hosting and infrastructure capabilities and eventually made WebCentral an important part of the group's market identity. The business later broadened its portfolio through acquisitions and investments in domain, hosting, digital consulting, mobile application development and cloud services. These transactions included NetRegistry, a major Australian rival; a controlling interest and later full ownership of Outware Mobile; InfoReady; WME Group; and other technology businesses. Melbourne IT also participated in the expansion of the Internet domain-name system. Through its Digital Brand Services operation, it advised companies and public-sector entities on applications for new generic top-level domains during ICANN's 2012 application window. The company reported working on a large number of applications, including brand and geographic domains, and assisted clients such as StarHub as well as Australian state-related initiatives. The corporate brand changed several times as the group repositioned itself. Melbourne IT Group became Arq Group in May 2018, reflecting a shift toward a broader digital-services identity. In May 2020, Arq Group rebranded as Webcentral Group, bringing the WebCentral name to the forefront of the consolidated business. The modern Webcentral proposition centres on domain names, websites, business email and productivity applications, cloud hosting, cloud infrastructure and managed services for Australian organisations. The company has also pursued expansion and consolidation in telecommunications and technology infrastructure, including a proposed transaction involving 5G Networks announced in 2021. Webcentral's history therefore spans university commercialisation, domain-name administration, Internet hosting, digital consulting and enterprise cloud services.

History

Webcentral began in April 1996 when the University of Melbourne established Melbourne Information Technology International as a commercial subsidiary. Eugene Falk became chairman and Peter Gerrand chief executive, with Iain Morrison serving as a foundation director. The company traded as Melbourne IT and was intended to demonstrate university leadership in selected areas of information technology. Its earliest profitable operation was the Advanced Services Applications Centre, a joint venture with Ericsson Australia. ASAC worked on Internet and advanced telecommunications applications and was recognised by Ericsson as a global design centre. The venture was later separated from Melbourne IT and was affected by Ericsson's post-dot-com restructuring. A more important foundation for the business was the transfer of Australian .com.au registration work to Melbourne IT under a non-exclusive licence from Robert Elz, who had administered the .au domain. In 1996 the Victorian Government provided a grant to help process a backlog of more than 2,000 applications without charge and to develop registration software. Melbourne IT began commercial pricing later that year and introduced features such as trademark checking, service guarantees and different processing speeds. These initiatives helped professionalise Australian domain registration. In 1999 ICANN selected Melbourne IT as one of the first registrars authorised to compete with Network Solutions in the .com, .net and .org markets. The company entered international registration in July and floated on the ASX in December. The listing occurred during the dot-com boom, producing significant gains for early investors but also considerable later volatility. A Victorian Auditor-General review in 2000 examined whether the company had been undervalued during the float and concluded that the process had been properly conducted. Gerrand left the chief executive role in 2000 and was succeeded by Adrian Kloeden, followed by Theo Hnarakis in 2002. During this period Melbourne IT created overseas subsidiaries, participated in the creation of auDA and continued to expand its domain and hosting activities. The group acquired WebCentral Group in 2006, adding substantial Australian hosting and data-centre capabilities. During the 2010s Melbourne IT broadened beyond registration. It advised organisations on new generic top-level-domain applications, including brand and geographic domains, and reported involvement in a large number of applications during ICANN's 2012 application round. It also acquired NetRegistry, invested in Outware Mobile and acquired InfoReady and WME Group. These moves expanded the business into digital consulting, mobile application development, cloud services and managed technology. The company experienced several operational and security incidents. Customer information was accidentally exposed in 2011, Melbourne IT servers were attacked in 2012, and a 2013 targeted phishing incident involving a reseller's credentials was used in an attack on the New York Times website. A separate migration problem in 2014 caused prolonged disruption to websites and email services. These events highlighted the operational and security risks associated with running domain and hosting infrastructure. Melbourne IT Group changed its name to Arq Group in 2018 and then to Webcentral Group in 2020. The Webcentral identity now represents the group's Australian-oriented digital infrastructure and managed-services activities, including domains, hosting, cloud services, business email and workplace applications. In 2021 the group announced plans for 5G Networks to become a subsidiary, subject to approvals, as part of a broader telecommunications and infrastructure strategy.
