Overview

The Initiative was an American video-game development studio created by Microsoft within Xbox Game Studios in 2018. Conceived as a high-profile first-party team, it was intended to build large-budget games for the Xbox ecosystem and Windows PC. The studio was assembled around veteran developers from prominent companies including Crystal Dynamics, BioWare, Naughty Dog, Respawn Entertainment, Santa Monica Studio, Blizzard Entertainment, Insomniac Games and Rockstar Games. Darrell Gallagher, known for leading development on the 2013 Tomb Raider reboot, was appointed to head the team. The studio’s first and only publicly announced project was Perfect Dark, a reboot of Rare’s espionage-themed first-person-shooter series. Microsoft formally revealed the project at The Game Awards in December 2020. The game was planned for Windows and Xbox Series X/S and was designed as a modern spy thriller combining shooting, stealth, immersive-simulation systems and traversal mechanics. Its story centered on Joanna Dark, who investigates ecological disasters and the concealed interests of powerful corporations in a near-future version of Cairo. The planned gameplay included firearms, close-quarters combat, gadgets, environmental interaction, enemy scanning, voice imitation and parkour-style movement. The project experienced a long and difficult production. Several senior developers departed The Initiative, including design director Drew Murray and game director Daniel Neuburger. Public reporting associated the turnover with disagreements over creative direction, limited autonomy, slow progress and the challenges of establishing a new studio during the COVID-19 pandemic. In 2021, The Initiative entered a development partnership with Crystal Dynamics, which became a co-developer on Perfect Dark. The project was subsequently reworked using Unreal Engine 5, and Xbox leadership described the team as rebuilding while continuing development. A gameplay presentation at the Xbox Games Showcase on June 9, 2024 showed the intended mixture of stealth, combat, investigation and traversal. Brian Horton was later reported to have joined the project as creative director after working at Insomniac Games. Despite the public gameplay reveal, Perfect Dark remained unreleased and was still described as being years from launch in earlier reporting. The project was cancelled in July 2025 during Microsoft layoffs, and The Initiative was closed. The closure ended the studio’s operations and left Perfect Dark as an unfinished Xbox project. Subsequent reports described unsuccessful discussions involving Take-Two Interactive about potentially supporting or reviving the game, but no revival was completed.

History

The Initiative was formed in 2018 as an internally created first-party studio under Xbox Game Studios. Microsoft positioned the team as a premium development group intended to produce ambitious, large-budget games for Xbox and Windows. Darrell Gallagher, whose earlier work included leadership on the 2013 Tomb Raider reboot, headed the studio during its formation. Recruitment emphasized experienced developers from major publishers and independent studios, including contributors associated with Tomb Raider, Red Dead Redemption, God of War, BioWare, Naughty Dog, Respawn, Blizzard, Insomniac and Rockstar. The studio selected Perfect Dark as its debut project. Although reports of a new Perfect Dark project had circulated earlier, the game was officially announced at The Game Awards in 2020. It was conceived as a reboot rather than a direct continuation, with Joanna Dark returning as the central character. The planned setting was a future affected by cascading ecological disasters. In the game’s premise, corporations use a technology network to restore damaged environments while concealing competing interests and dangerous secrets. Much of the planned story took place in a technologically restored Cairo, where Joanna investigated a criminal conspiracy involving the corporation dataDyne. The planned design combined first-person shooting with stealth, gadgets, environmental interaction and physical traversal. Players were expected to choose between direct combat and infiltration, use tools to distract or deceive enemies, scan targets, exploit voice-based security systems and move through urban spaces using climbing, sliding and wall-running mechanics. The game was described as more mission-based and linear than an open-world title, with inspiration from immersive simulations and stealth games. Production was marked by personnel changes and reports of creative and organizational difficulties. Drew Murray, the project’s design director, left The Initiative in 2021 to return to Insomniac Games. In September of that year, the studio announced that Crystal Dynamics would co-develop Perfect Dark. Daniel Neuburger, a former Tomb Raider director at Crystal Dynamics, served as game director before departing The Initiative in February 2022. Other developers also left during this period. Accounts of the turnover cited disagreements over creative autonomy, slow progress and the difficulty of building a new studio during the COVID-19 pandemic. Following the Crystal Dynamics partnership, development was restarted or substantially reworked using Unreal Engine 5. Xbox leadership said the team was rebuilding, while outside reporting continued to describe the project as being in a lengthy pre-production phase. Certain Affinity was also reported to have contributed before the formal Crystal Dynamics collaboration, and The Coalition provided Unreal Engine-related support. A gameplay trailer shown on June 9, 2024 offered the public a more concrete view of the intended experience. In late 2024, Brian Horton was reported to have joined as creative director. The project ultimately did not ship. In July 2025, Microsoft announced layoffs that included the closure of The Initiative and the cancellation of Perfect Dark. The shutdown ended the studio’s short operating history after one publicly announced game. Reports later described unsuccessful conversations between Microsoft and Take-Two Interactive concerning a possible continuation, with ownership and property rights among the reported obstacles. The Initiative therefore remains associated primarily with the ambitious but cancelled Perfect Dark reboot rather than a released product catalog.
